Drug precursors

Drug precursors are substances which can be used in the illegal manufacture of narcotic drugs. Since these chemicals are also used for many legal purposes, the legal trade is controlled to prevent illegal activity. In Sweden the Swedish MPA is the authorising and supervisory authority.

Rules

One way of reducing the supply of illegal narcotic drugs is by preventing, through monitoring, the supply of the chemicals required for their manufacture.

The aim of the controls is to prevent chemicals from legal handling being transferred to illegal manufacturers of narcotic drugs and to increase vigilance on the legal market. In pursuit of attaining the objective of the UN convention, there are rules in the EU governing the monitoring of intra-Community trade and import and export.

Drug precursors are divided into five categories and authorisation or registration is required to handle them. The Swedish MPA charges a fee for application and registration. Import and export of the substances also requires authorisation on each occasion.

The activity must be reported to the Swedish MPA the following year.

EU regulations

The provisions governing drug precursors are contained in four EU regulations.

Swedish legislation

Swedish legislation stipulates, inter alia, that the Swedish MPA is to be the authorising and supervisory authority and sets out the fees to be charged for authorisation applications and registrations.
